This instruction is result of audit
objection over the opening of accounts for the purpose of statistics and gets
commission from the finance ministry and to increase the revenue of the
department. This matter has been one of our strongest objections in various platforms
citing the unfair ways to cheat the other department in the name of procurement
of business and wasting the man power.
