MONTHLY MEETING SUBJECTS FOR THE MONTH OF FEBRUARY- 2015



1.     Re-opening of the subject on grant of 1/4th of DA for those who undergo training in the institutes where the residential condition is compulsory on payment of fixed charges. This subject is found amiss in the latest minutes without an amenable solution, The subject is represented here for ready reference and adjudication. (Request for sanctioning the 1/4th of full daily allowance, as special allowance, to those who are compulsorily to  take up the boarding and lodging at the training institutes).

*       As per the GOI (3) 2 below SR 164, the officials staying in the residential training programs by paying the fixed rates are to be given special allowance.


*         The plea of passing authorities that the new DA rule w.e.f 1.9.2008 cannot be applied is not tenable. As per new rule from 1.9.2008, except new rates (comprising of three components viz. food bill, accommodation and local travel expenditure} none of the other conditions that were in prevalence as on 1.9.2008 were amended. In fact options to claim on either old rate or new rates have also been accorded to options claimants. While the stipulations are so firm and amenable, the contention that the rules prior to 1.9.2008 are extinct is not correct.

*              For an example, an official in GP 2400/- has to pay Rs.230 per day for compulsory stay in campus at PTC ,Madurai whereas the same official is entitled to a maximum of Rs.675/-(450+150+75) if they are at liberty to stay outside.

*          The difference between the expenditure under compelled state of affair and the official own choice of stay is only sought to be cushioned in  the form special allowance to be cushioned in the form  of special allowance  to  equivalent to 1/4th of the DA. This underlying principal and spirit of rule for special kind of DA and officials are to suffer the loss nevertheless legitimate bindings, leave alone, natural justice behold of officials welfare.

*          It is the state of compulsion in restricting the entailments, to which government official is otherwise due and deserved for the claim, that warrant the grant of compensation  under the purview  of  natural justice.

*           A copy of PTC Mysore direction given to all head of the circle in its jurisdiction is produced herewith as an enlightening evidence to our bonafide claim.

Request for the grant of the above benefit in all applicable cases.

2.      Request for revival of GDSV post which are statistically justified and have been kept under skeleton in order to assuage the overworked clerical establishment that are forced to perform the  sale of stamps. For example, Tiruvannamalai Bazzar S.O., Sri Ramanashramam S.O. etc.,


3.      Request for augmenting the establishment of ESM converting it as delivery offices and attaching BOs in contiguity that are now under the Vengikkal SO by diverting the idle post of PAS from Tvmalai R.S. , Tandarai and elsewhere.
4.      Request for renaming the Esanyamadam in correlation with present locality invoking provisions 611 A of Vol. II.
5.      Request for the decongesting the excess number BOs under Tanipadi, Polur, Tiruvettipuram.
*   The proposal of upgrading the Reddiyarpalayam is already in the process and needed to be expedited.
*       For Polur the relocation of Polur Town SO to Housing board locality to serve as account office for atleast 4 BOs.
*    For Tiruvettipuram a similar relocation to nearby agglomeration of town is humbly suggested.
*   Such decentralization will be conducive to save the TSOs which are running the risk of review for it being under justified and (further from the CBS portal point of view) will bring down the input of single SOL where from the BOS are parted with.

6.      Request for engagement of outsiders against the work man post in both the HOS till such time regular recruitment is made either on extra cost or as casual laborer. The SPMs of rural areas where skilled mechanics for attending the genset repairs are not available are finding it difficult to rectify the snags. Further the non-adherence of procedure in   changing the periodical oils brings down the longevity of genset intactness and efficiency. The maintenance of the printers and other hardware which were looked after by the electrician in the past are rendered unattended to promptly, leading to repairs and avoidable services. The cost involved now in spread out manner on engaging local mechanics and the expenses towards avoidable services, if consolidated, will not exceed the wages to the outsiders engaged.

7.      Engagement of PTC day Chowkidar in both Tiruvannamalai HO & Arni HO for restraining the clumsy parking of vehicles where space in frontage have been shrunk after construction of ATM chamber. Further, the crowd calling on ATM service can also be kept orderly by the day time chowkidar. The way to jeep shed which is blocked in the present experience can be kept hassle free to our advantage.

8.      Supply of printers to all needy offices where the worn out gadgets are in use. The officials are becoming averse to working with enthusiasm when the printer’s develop hitches during the peak hours. The printer in MPCM of various offices needs replacement on priority basis.

9.      Request for considering the request of official in the ensuing RT to the A class offices(as on 28.5.2013) in tandem with the clarification on the impact of the  stay orders imposed on reduction of PA post under ADR plan.  The status of the offices have been decided accordingly and officials were posted  without attracting  the  ineligibility during the year 2014 (c/o Vettavalam) As per the RT vacancy fixture, this year, it appears that the status of offices are likely to be decided taking the reduction in to account. The last year classified list of offices were got issued by this union in accordance with the clarification received from RO and the status quo of the A class status is ensured. The officials who have already worked and now opting to get transfer in such of A class offices as per the last classified list may be considered.

10.    Request for sanctioning of Daily allowances prescribed in 6th pay commission on the concept of reimbursable expenses up to entitlement  instead of monetary item invoking hour based slab that was in vogue prior to 1.9.2008.(reference MOF expenditure 19030/3/2008-E.iv dtd 9.11.2008).

11.     Request for compensating the extra work hours put in official of CBS implemented offices .The officials of these offices are forced to stay in office after office working hours in order to complete the CBS verification. Request for finding way and means to end the endless travails meted to officials in CBS offices. The plight of the women employees is ineffable especially when they are to return to home in the late hours. Apart from, becoming totally indifferent to their domestic chores including child care, their  vulnerability to the undesirable incidents either while working alone in the office in isolation or on the way back to home in odd hours are to be borne in consideration and remedy found on a  war - foot basis.

*            The connectivity pace of the web based is the prime reason for all these hardship faced by our staff. The other compatibility like RAM speed etc are to be taken care by the technical sides once the problem is seized of its due attention.
   
*       But oblivious to what is in store for us by the action in higher echelons, it is requested to do some plausible measure in our domain to bring down the peril facing us The over flooding of data reach out to server in the evening hours pertaining to BO transaction results in clogging and glitches, very typical of peak hour spurt in the traffic. The work in closing hours of the sub offices is to be reduced if at all any prima facie remedy is to be realized.

The following measures are suggested with one and only solace these can be done in our level as per the rules.

(i)             The conversion of all BO in the CBS offices as one day transit offices with instruction to treat the bag received for the day as bags received after closing of the account bag to HO, except taking the cash as advance remittance. The contents of the bag except RL/mails are to kept overnight and to be incorporated in the next day account. The work of the BOS is therefore can be started right from the morning with the vouchers of previous day and can be put through in phased manner during office hours. The spread out entry of BOs transaction concurrently with the sub offices work will avoid the accumulation in the evening and the crowding of data to server can be therefore be effectively eschewed.

(ii)           Even if there is any likelihood of delay due to unanticipated glitches, the work of the day can be planned and alternate measures of shifting the CBS related work to nearby offices where the verification can be done well within reasonable time.

(iii)          Constituting of special salvaging cell comprising of qualified staff with staggered attendance at focal points in order to complete the work of the Sub offices that cannot be accomplished for the aforesaid reason. 

12.    Request for reopening of the following subject which was closed with no convincing solution. The subject was last discussed with an objection from us that the point of clarification sought from RO is not on the subject matter.

         Request for grant of honorarium for the fixation of pay in respect of those whose increment falls due from 2.1.2006 to 30.6.2006

* The work related to fixation of as per the Revised Pay rules 2006 and drawl of arrears ,on pro-rata basis was granted vide the authority contained in DG(P) letter no 42-1/2008 PAP dated 21.12.2009.
* The fixation done to those officials for whose increment fell in the first half of the year 2006 were ordered to be re-fixed by granting one increment as on 31.12.2005 in the pre-revised pay and arrear be drawn accordingly vide MOF OM No. 10/02/2011-E III-A dated 19.3.2012.More than half of the officials pay coming under purview of this stipulation was done and arrear was drawn from 1.1.2006 to 2012.
* The head of the divisions are not granting the honorarium without discerning the actual content and scheme of the work involved in the subject matter by simply misconceiving the matter as sheer grant of one time increment.
* The way in which the fixation was re- fixed  as per the MOF OM dated 19.3.2012 and the subsequent instruction contained in the OM dated 22.5.2013 & 3.1.2013 on the  procedure to adapted sequel to re fixation all stand to testify the wok done now are replica of the work that was initially done as per the RP rule 2006.

  4. Truly I love this meeting agenda. You took wonderful decisions in this February meeting. You know dear I am a president of a NGO and we also organize the public meeting at the domestic meeting rooms. But now we want to work in other cities too. I hope we could be able to do this!
